North Carolina County
Bladen County, North Carolina
Jones Lake State Park and the Carolina Bay lakes - from Jones Lake State Park (one of the finest examples of a Carolina Bay lake - a mysterious elliptical depression lake of uncertain origin, possibly from extraterrestrial impacts or wind and wave action during past interglacial periods - Jones Lake's dark, tea-colored waters are surrounded by a rare Atlantic white cedar bog ecosystem) to the Cape Fear River's Bladen County corridor and Elizabethtown's role as the county seat of one of North Carolina's most rural coastal plain counties.

PARKS & RECREATION
Key Assets: Bladen County is genuinely home to WHITE LAKE, one of the most geologically unusual and beloved natural swimming destinations in the entire state, once nationally billed as “The Nation’s Safest Beach” in the 1960s for its gentle, tide-free waters; White Lake is a “Carolina bay” – one of a mysterious series of oval-shaped depressions scattered across the southeastern United States, concentrated most heavily right here in Bladen County, which contains more of these formations than anywhere else in North America; scientists have long debated their origin, with theories ranging from ancient meteor showers to wind and wave action on relict shorelines, though the exact cause remains genuinely unsettled; what makes White Lake truly exceptional among its Carolina bay neighbors is its remarkably clear water – most Carolina bay lakes are stained a dark tea-color by tannins from decomposing vegetation, but White Lake’s clarity comes from numerous natural springs bubbling up from its lake bed, meaning its water supply isn’t dominated by the shallow, tannin-rich groundwater that colors other bay lakes; this crystal-clear water, paired with a naturally sandy white bottom, has drawn visitors for well over a century – around the turn of the 20th century, local resident Ralph Preston Melvin recognized the lake’s tourism potential on his family’s 800-acre farmland and in 1901 opened the area’s first public beach property, complete with a dance floor, hotel, and two bathhouses, launching White Lake’s transformation into a beloved summer resort destination that continues to draw visitors today for swimming, boating, water-skiing, and lakeside festivals; White Lake reaches a maximum depth of about 15 feet, and is one of six Carolina bay lakes formally preserved by the NC Division of Parks and Recreation, alongside similarly formed nearby bays including Jones Lake, Singletary Lake, and Bay Tree Lake, all located within Bladen County
Notes: White Lake’s genuine, scientifically documented status as an unusually clear Carolina bay lake – nicknamed “The Nation’s Safest Beach” and a beloved regional swimming destination for over a century – is one of the most distinctive natural landmarks found anywhere in this project.

About Bladen County
Bladen County is southeastern North Carolina’s Carolina Bay lakes and Cape Fear River county – the mysterious elliptical depressions of the Carolina Bays contain rare bog ecosystems found nowhere else on Earth.
Jones Lake State Park preserves one of the finest Carolina Bay lake ecosystems in North Carolina – the tea-colored, acidic water surrounded by Atlantic white cedar bog supports plant communities of exceptional rarity. Carolina Bays are elliptical depressions found only on the Atlantic Coastal Plain, their origin still debated among geologists.
Elizabethtown (the county seat, population ~4,000) on the Cape Fear River serves the county’s governmental needs in one of North Carolina’s most rural and sparsely populated coastal plain counties.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Bladen County Clerk of Superior Court – Estates Division Bladen County Courthouse, 166 East Broad Street (mail: P.O. Box 2619), Elizabethtown, NC 28337 (910) 862-2143
Bladen County was founded in 1734, named for Martin Bladen, nicknamed “The Mother County,” in southeastern North Carolina, seated in Elizabethtown.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
