Kerr Lake and Henderson's tobacco heritage - from Kerr Lake State Recreation Area (the 50,000-acre reservoir on the Roanoke River straddling the Virginia-North Carolina border - one of the largest lakes in the eastern United States, providing exceptional boating, camping, and striped bass fishing for visitors from both states) to Henderson's bright leaf tobacco auction tradition (Vance County's sandy loam soils produced premium bright leaf tobacco for over a century, and Henderson's tobacco warehouses served as a major eastern North Carolina auction center) and the I-85 corridor's growing industrial development.

PARKS & RECREATION
Key Assets: Vance County is genuinely home to a significant portion of KERR LAKE (also known across the state line as Buggs Island Lake), one of the largest reservoirs in the entire southeastern United States and the largest lake by surface area in the state of Virginia, with roughly 50,000 acres of water and an extraordinary 850 miles of shoreline; the lake was created by the John H. Kerr Dam, built on the Roanoke River between 1947 and 1952 by the U.S. Army Corps of Engineers, primarily as a response to the catastrophic flood of 1940, which pushed the Roanoke River a documented 42 feet above its normal level – a flood so severe that, according to local historians, virtually every building in downtown Henderson would have been completely submerged had it occurred there, with the sole exception of the Vance Furniture Company building; construction of the dam took more than four years and required over 2,100 workers operating in three round-the-clock shifts; the reservoir and dam were ultimately named for U.S. Congressman John H. Kerr, the North Carolina representative whose tireless advocacy secured the project’s roughly $100 million in federal funding even after committee cuts had stripped it from the budget – in a bittersweet twist, Kerr was defeated in a primary election just months before the dam that would bear his name was formally dedicated; interestingly, while North Carolinians universally call the reservoir “Kerr Lake,” neighbors across the state line in Virginia – where roughly three-quarters of the lake’s surface area and about 95 percent of its water actually originate – insist on calling it “Buggs Island Lake” instead, a naming disagreement that persists to this day as a good-natured point of regional pride; today, Kerr Lake draws more than a million visitors annually, making it one of the most visited state park destinations in all of North Carolina, renowned for exceptional largemouth and striped bass fishing, boating, water skiing, swimming, camping, and birdwatching across the North Carolina state recreation areas that ring its shoreline
Notes: Kerr Lake’s genuine, extensively documented origin story – born from a devastating 1940 flood and named for a congressman defeated shortly before the dam’s dedication – is one of the most significant water-resource landmarks found anywhere in this project.

About Vance County
Vance County is north-central North Carolina’s Kerr Lake and tobacco heritage county – a Roanoke River border community whose massive reservoir and historic tobacco economy define two distinct economic eras.
Henderson (the county seat, population ~15,000) was a major bright leaf tobacco auction center for much of the 20th century. The tobacco economy’s decline has challenged the community, but the I-85 corridor’s industrial development and Kerr Lake’s recreation economy provide economic alternatives.
Kerr Lake State Recreation Area – 50,000 acres straddling Virginia and North Carolina – is one of the region’s premier recreation destinations for boating, fishing, camping, and shoreline development.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Vance County Clerk of Superior Court – Estates Division 156 Church Street, Suite 101, Henderson, NC 27536 (252) 738-2003 Vance County is in north-central North Carolina, seated in Henderson.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
