Pennsylvania County
Tioga County, Pennsylvania
Pennsylvania's Grand Canyon and Wellsboro's gas-lit Main Street - from the Pennsylvania Grand Canyon at Leonard Harrison State Park (Pine Creek Gorge - a 47-mile gorge reaching 1,450 feet deep, carved through the Allegheny Plateau by glacial meltwater, one of the most spectacular natural landscapes in the eastern United States and consistently called the "Grand Canyon of Pennsylvania") to Wellsboro's extraordinary gas-lit Main Street (one of only a handful of towns in the United States that still lights its main commercial street with working gas lamps - the warm glow of Wellsboro's gaslights creates a Victorian ambiance that draws visitors year-round).

Key Assets: Tioga County is genuinely home to PINE CREEK GORGE, widely known as “The Grand Canyon of Pennsylvania” – one of the most striking natural landscapes in the eastern United States; the 47-mile gorge, carved through the Allegheny Plateau by Pine Creek, reaches a maximum depth of 1,450 feet and spans up to a mile across at its widest points, cutting through rock layers that reveal a detailed geologic history stretching back to the Devonian period, over 350 million years ago; the gorge owes its dramatic form to the last Ice Age – roughly 20,000 years ago, Pine Creek originally flowed in the opposite, northeasterly direction until the advancing Laurentide Continental Glacier dammed the waterway, forcing it into a new southerly course that gradually carved the canyon still visible today; the gorge begins just south of Ansonia in Tioga County and continues along US Route 6 for roughly 47-50 miles south into neighboring Lycoming County, ending near Waterville; the nickname “Grand Canyon of Pennsylvania” actually dates back to the 1930s, coined by a local promoter working to boost regional tourism as roads and visitor facilities were being developed; the canyon’s two flagship viewing points, Leonard Harrison State Park (established 1922 on the east rim) and Colton Point State Park (established 1936 on the west rim, retaining much of its rustic 1930s Civilian Conservation Corps-era character), offer some of the most spectacular overlooks in the state, including the popular Turkey Path trail, which descends steeply a mile from Leonard Harrison’s rim down to the canyon floor past scenic waterfalls; in 1968, the National Park Service designated a 12-mile section of the gorge within Tioga State Forest as a National Natural Landmark for its exceptional geologic and scenic significance, and in 1992, Pine Creek itself received official “Pennsylvania Scenic River” status; today, the historic rail corridor once used by the Jersey Shore, Pine Creek, and Buffalo Railroad (which hauled timber, coal, and passengers along the gorge from 1883 until service ended in 1968) has been converted into the popular Pine Creek Rail Trail, offering over 60 miles of hiking, biking, and cross-country skiing through the canyon
Notes: Pine Creek Gorge’s genuine, National Natural Landmark-designated status as “The Grand Canyon of Pennsylvania” is one of the most visually spectacular and widely celebrated natural features found anywhere in this project.

About Tioga County
Tioga County is north-central Pennsylvania’s most dramatically scenic county – the Pennsylvania Grand Canyon and Wellsboro’s gas-lit Victorian charm make it one of the state’s premier tourism destinations.
Wellsboro (the county seat, population ~3,200) is one of Pennsylvania’s most charming small cities – the gas-lit Main Street lined with Victorian commercial buildings creates an atmosphere unlike any other Pennsylvania community. The town serves as the base for exploring the Pennsylvania Grand Canyon 10 miles to the west.
Pine Creek Gorge – 47 miles long, up to 1,450 feet deep – was carved by glacial meltwater when the Wisconsin glacier dammed the northward-flowing Pine Creek and forced it southward, cutting through the Allegheny Plateau. Leonard Harrison State Park on the eastern rim and Colton Point State Park on the western rim provide overlooks and hiking.
Mansfield University of Pennsylvania anchors the county’s southern community of Mansfield.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Register of Wills, Tioga County Tioga County Courthouse, 116 Main Street, Wellsboro, PA 16901 (570) 724-9260 Tioga County is in north-central Pennsylvania along the New York border, seated in Wellsboro.
Step 1: figure out which path applies
Pennsylvania has NOT adopted the Uniform Probate Code. Probate runs through its own statute, the Probate, Estates and Fiduciaries (PEF) Code, Title 20 of the Pennsylvania Consolidated Statutes. Probate begins at the Register of Wills – an elected county official – in the county where the decedent lived. Routine, uncontested probate happens entirely at the Register of Wills; only disputes escalate to the Orphans’ Court Division of the Court of Common Pleas.
Small Estate Petition (20 Pa.C.S. § 3102) – available when the estate’s personal property (excluding real estate) totals $50,000 or less. This lets an interested party petition the Orphans’ Court directly for approval of a proposed distribution, skipping the need to formally open a full probate estate. Real property is never covered by this simplified process.
Formal Probate – required for estates exceeding $50,000 in personal property, or for any estate involving real property that needs to pass through probate. The Register of Wills validates the will (if any) and issues Letters Testamentary or Letters of Administration.
Step 2: filing for administration
The personal representative files with the Register of Wills in Tioga County, along with the original will if one exists.
The Register of Wills reviews and, if in order, issues Letters Testamentary or Letters of Administration.
The personal representative gathers assets, notifies heirs and known creditors, and begins settling the estate.
Pennsylvania has a one-year creditor period running from the date of death, not from any published notice.
A Pennsylvania Inheritance Tax Return (REV-1500) must be filed with the Register of Wills, regardless of estate size.
Once debts, taxes, and expenses are settled, remaining assets are distributed according to the will or Pennsylvania’s intestacy laws, and the estate is closed.
What it costs
Filing fees vary; check with Tioga County directly for current fees.
Pennsylvania has NO separate state estate tax, but its INHERITANCE TAX applies to virtually every estate: 0% to a surviving spouse (and to a parent inheriting from a child 21 or younger), 4.5% to children and other lineal descendants, 12% to siblings, and 15% to everyone else. No dollar exemption.
A 5% early-payment discount applies if paid within 3 months of death; the return and payment are otherwise due within 9 months.
