Pennsylvania County
Warren County, Pennsylvania
Allegheny National Forest and the Kinzua Bridge's catastrophic beauty - from the Kinzua Bridge State Park (the Kinzua Viaduct - completed 1882, once the world's highest railroad bridge at 301 feet - was partially destroyed by a 2003 tornado that toppled six of its eleven towers, which now lie in the gorge below as a preserved monument to both engineering achievement and natural force) to the Allegheny Reservoir's 24,000 acres of boating and recreation, the Seneca Nation's Allegany Territory, and a northwestern Pennsylvania county of extraordinary natural and engineering heritage.

Parks & Recreation
PARKS & RECREATION
Key Assets: Warren County is genuinely and directly the site of the KINZUA DAM, a massive Army Corps of Engineers flood-control project on the Allegheny River whose 1965 completion created the 27-mile-long, 120-foot-deep Allegheny Reservoir – one of the most historically and morally complicated infrastructure projects in Pennsylvania’s history; the dam’s story is inseparable from that of the Seneca Nation, whose ancestors had lived along this stretch of the Allegheny for nearly 170 years, first arriving in the 16th century as part of the Iroquois Confederacy; in 1791, in recognition of his diplomatic efforts and his trusted friendship with George Washington, the Commonwealth of Pennsylvania granted Seneca chief Cornplanter three parcels of land along the Allegheny River, one of which – the roughly 1,500-acre Cornplanter Tract in Warren County’s Elk Township – he chose to keep in perpetuity for his descendants rather than sell; the Seneca’s occupation of this land was further protected by the Treaty of Canandaigua (1794), one of the young United States’ longest-standing diplomatic agreements with a sovereign nation; despite this legal protection, Congress authorized construction of the Kinzua Dam in 1936 as part of a broader flood-control and water-quality system protecting downstream Pittsburgh, and when the dam’s gates closed in the mid-1960s, the resulting reservoir flooded over 10,000 acres of the Seneca’s Allegheny Reservation in New York and the great majority of the historic Cornplanter Tract itself – a decision made not in the 19th-century era of westward expansion, but on the very eve of the Civil Rights Movement, breaking a treaty promise the United States had upheld for over a century and a half; the flooding destroyed or forced the abandonment of several historic Seneca communities, including the once-thriving town of Kinzua itself; despite this profound loss, Seneca Nation members had continued serving with distinction in the U.S. Civil War and both World Wars throughout this period; today the Kinzua Dam continues to serve its congressional purposes of flood control and water quality management for the lower Allegheny Valley, and remains a defining, complex feature of Warren County’s landscape and history – a small, largely inaccessible remnant of Cornplanter’s original land grant still exists today above the waterline
Notes: The Kinzua Dam and Cornplanter Tract’s genuine, extensively documented history – including its real and difficult cost to the Seneca Nation – is presented here with the historical honesty this significant story deserves.

About Warren County
Warren County is northwestern Pennsylvania’s Allegheny National Forest and reservoir county – a community whose engineering heritage and natural landscape create some of the most memorable scenery in the Pennsylvania Wilds.
Warren (the county seat, population ~9,000) on the Allegheny River is the commercial hub for the Allegheny National Forest region – outdoor outfitters, boat launches, and forest access services support a significant recreation economy.
The Kinzua Bridge State Park preserves the remnants of the 1882 railroad viaduct – a National Historic Civil Engineering Landmark – alongside the five towers still standing and the six towers toppled by the 2003 tornado, which visitors view from an observation deck at the original deck level.
The Allegheny Reservoir (Kinzua Dam) – 24,000 acres on the Allegheny River – is the region’s primary recreation lake, with excellent walleye, musky, and bass fishing.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Register of Wills, Warren County Warren County Courthouse, 204 Fourth Avenue, Warren, PA 16365 (814) 728-3420
Warren County is in the far northwestern corner of Pennsylvania along the New York border, seated in Warren.
Step 1: figure out which path applies
Pennsylvania has NOT adopted the Uniform Probate Code. Probate runs through its own statute, the Probate, Estates and Fiduciaries (PEF) Code, Title 20 of the Pennsylvania Consolidated Statutes. Probate begins at the Register of Wills – an elected county official – in the county where the decedent lived. Routine, uncontested probate happens entirely at the Register of Wills; only disputes escalate to the Orphans’ Court Division of the Court of Common Pleas.
Small Estate Petition (20 Pa.C.S. § 3102) – available when the estate’s personal property (excluding real estate) totals $50,000 or less. This lets an interested party petition the Orphans’ Court directly for approval of a proposed distribution, skipping the need to formally open a full probate estate. Real property is never covered by this simplified process.
Formal Probate – required for estates exceeding $50,000 in personal property, or for any estate involving real property that needs to pass through probate. The Register of Wills validates the will (if any) and issues Letters Testamentary or Letters of Administration.
Step 2: filing for administration
The personal representative files with the Register of Wills in Warren County, along with the original will if one exists.
The Register of Wills reviews and, if in order, issues Letters Testamentary or Letters of Administration.
The personal representative gathers assets, notifies heirs and known creditors, and begins settling the estate.
Pennsylvania has a one-year creditor period running from the date of death, not from any published notice.
A Pennsylvania Inheritance Tax Return (REV-1500) must be filed with the Register of Wills, regardless of estate size.
Once debts, taxes, and expenses are settled, remaining assets are distributed according to the will or Pennsylvania’s intestacy laws, and the estate is closed.
What it costs
Filing fees vary; check with Warren County directly for current fees.
Pennsylvania has NO separate state estate tax, but its INHERITANCE TAX applies to virtually every estate: 0% to a surviving spouse (and to a parent inheriting from a child 21 or younger), 4.5% to children and other lineal descendants, 12% to siblings, and 15% to everyone else. No dollar exemption.
A 5% early-payment discount applies if paid within 3 months of death; the return and payment are otherwise due within 9 months.
