Parks & Recreation
PARKS & RECREATION
Key Assets: Pickens County is genuinely home to TABLE ROCK STATE PARK, a 3,083-acre park at the edge of the Blue Ridge Mountains centered on the dramatic granite formation of Table Rock Mountain, an area that for centuries drew the interest of the Lower Cherokee Nation before their South Carolina territory was ceded by treaty in 1777; the state acquired the land in May 1935 as a gift from the City of Greenville and Pickens County, and its development from 1935 to 1941 was carried out entirely by two Civilian Conservation Corps camps (SP-5 and SP-6) under the direction of the National Park Service and South Carolina Forestry Commission – one of the first 17 parks built as the foundation of South Carolina’s entire state park system during the Great Depression; using little more than hand tools, small sawmills, and local stone quarries, roughly 50,000 young men and war veterans working in South Carolina’s CCC camps built the park’s lodge (with its 72-seat dining room), dam, bathhouse, concession building, cabins, trails, and picnic shelters, many of which remain in use today; the park, along with its associated CCC Camp Site and Roper House Complex, is individually listed on the National Register of Historic Places, and today anchors the eastern trailhead of the celebrated Foothills Trail alongside popular summit hikes to both Table Rock and Pinnacle Mountain
Notes: Table Rock State Park’s genuine, extensively documented Civilian Conservation Corps heritage – hand-built during the Great Depression as one of South Carolina’s founding state parks – is a significant piece of New Deal-era public works history.

About Pickens County
Pickens County’s Clemson University, with approximately 27,000 students and a research enterprise that has grown significantly in recent decades, occupies a campus on Lake Hartwell’s shore at the foot of the Blue Ridge – a setting that produces one of the most dramatic college football environments in the country when 80,000 people fill Memorial Stadium on autumn Saturdays. Clemson’s programs in bioengineering, materials science, automotive engineering (the International Center for Automotive Research is in Greenville County but Clemson-affiliated), and agriculture have made it a genuine research university with national and international presence.
The county’s communities of Seneca, Easley, and Central provide the commercial and residential infrastructure for the Clemson community and the broader foothills population. Table Rock State Park and the Blue Ridge escarpment provide outstanding outdoor recreation. The county’s economy is university-driven in its core and manufacturing/agribusiness-anchored in its outlying areas.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Pickens County Probate Court Pickens County Administration Facility, 222 McDaniel Avenue, B-16, Pickens, SC 29671 (864) 898-5960
Pickens County is in the upstate region of South Carolina, seated in Pickens, in the foothills of the Blue Ridge Mountains.
Step 1: figure out which path applies
South Carolina HAS adopted a version of the Uniform Probate Code, giving it more standardized and generally more streamlined procedures than states with older, common-law-based systems. Probate is handled by a dedicated Probate Court in each of South Carolina’s 46 counties – a separate court of limited jurisdiction, led by an elected Probate Judge (four-year term). The case is filed in the county where the decedent lived.
Small Estate Affidavit / Collection by Affidavit (S.C. Code Ann. § 62-3-1201) – available when the gross value of the entire probate estate, less liens and encumbrances, does not exceed $45,000 (raised from $25,000 for deaths after May 2025). At least 30 days must have passed since death, and no petition for appointment of a personal representative can be pending anywhere. The successor files a Form 420PC “Affidavit for Collection of Personal Property,” which the probate judge approves and countersigns.
Summary Administration (§ 62-3-1203) – a simplified probate procedure available when the value of the estate passing by will (less liens and encumbrances) is under the statutory threshold, or when the surviving spouse is the sole heir or beneficiary.
Informal Probate – the standard path for the majority of estates. No notices or hearings are required unless demanded by an interested party.
Formal Proceedings – reserved for contested matters: objections to a personal representative’s appointment, will contests, a lost or destroyed will, or declaratory judgments on intestacy.
Step 2: filing for administration
The personal representative (or an interested party) files a petition with the Pickens County Probate Court where the decedent resided; if there’s a will, the original is filed with it.
For informal probate, the Probate Judge (or a designated staff member) reviews the application administratively; formal proceedings require notice and a hearing.
The court issues Letters Testamentary or Letters of Administration, giving the personal representative authority to act.
The personal representative files an inventory and appraisement within 90 days of qualification, and provides periodic accountings as the court requires.
Creditors are notified; claims not timely presented are barred.
The estate closes with a final settlement – a verified report and proposed distribution served on interested parties and approved by the Probate Court.
What it costs
Filing fees vary; check with Pickens County directly for current fees.
A personal representative’s bond, when required, must equal one and one-half times the value of the estate’s personal property, though bond can often be waived under certain conditions.
South Carolina does NOT impose a state estate tax or a state inheritance tax. Only the federal estate tax applies, and only to very large estates.
