Greenville County is South Carolina’s most populous county and the anchor of Upstate South Carolina – a dynamic industrial and commercial region that bears little resemblance to the coastal and Lowcountry South Carolina better known to outsiders. The county’s transformation from a textile mill economy to a global advanced manufacturing hub is one of the most striking economic reinventions of any mid-sized American metro over the past four decades. BMW Manufacturing operates its largest global production facility in Greer (Greenville County), building more than 400,000 vehicles annually for export worldwide – making the Greenville-Spartanburg corridor the largest automotive exporter in the United States by value. Michelin North America is headquartered in Greenville. General Electric Power and dozens of international aerospace, automotive, and advanced materials companies have located facilities here.
Downtown Greenville is itself a celebrated success story – a walkable, vibrant urban core with the Falls Park on the Reedy River (a linear park along a restored urban waterfall), a restaurant and arts scene that routinely appears on national livability rankings, and a retail district anchored by Main Street. The 4% vs. 6% Assessment Rate: Owner-occupied primary residences in South Carolina are assessed at 4% of appraised value for property tax calculation. All other property – second homes, rental properties, commercial, industrial, and vacant land – is assessed at 6%. This 2-percentage-point difference is enormous in practice: a home appraised at $400,000 generates a $16,000 assessed value at 4% vs. a $24,000 assessed value at 6%. At a typical millage rate, that’s a difference of several hundred to over $1,000 per year in taxes. Verify you are on the 4% rate if you own and occupy your Greenville County home as your primary residence. Apply through the Greenville County Assessor’s office.
South Carolina conducts county-wide reassessments every 5 years. The Greenville County Assessor’s office (301 University Ridge, Suite 1000, Greenville, 864-467-7300) is responsible for appraising all property at fair market value.
The appeal process – three steps:
Step 1 – Written objection to the Assessor: Whenever a property’s value increases by $1,000 or more, the Assessor sends written notice. The property owner must file a written objection within 90 days of the mailing of the assessment notice. Missing this 90-day window forfeits the right to appeal the valuation for that year. File your objection with the Greenville County Real Property Services department.
Step 2 – Board of Assessment Appeals: If the Assessor does not agree with the taxpayer after the initial conference, the appeal proceeds to the Greenville County Board of Assessment Appeals. Attendance at the hearing in person is required – failure to appear can result in dismissal of the appeal. Bring comparable sales data, an independent appraisal, or documentation of property condition issues.
Step 3 – Administrative Law Court (ALC): If unsatisfied with the Board’s decision, appeal to the South Carolina Administrative Law Court within 30 days of the written Board decision. ALC decisions can be further appealed to the South Carolina Court of Appeals.
Senior Homestead Exemption: Qualifying homeowners who are age 65 or older, legally blind, or permanently disabled may reduce their taxable value by $50,000. Apply through the Greenville County Auditor’s office.
South Carolina has no state estate tax and no state inheritance tax. Property taxes are billed annually; due January 15 of the following year. Vehicle property taxes (South Carolina taxes vehicles as personal property) are paid separately through the Treasurer’s office.

Greenville County is in the upstate region of South Carolina, seated in Greenville – the Commonwealth’s most populous county.
Step 1: figure out which path applies
South Carolina HAS adopted a version of the Uniform Probate Code, giving it more standardized and generally more streamlined procedures than states with older, common-law-based systems. Probate is handled by a dedicated Probate Court in each of South Carolina’s 46 counties – a separate court of limited jurisdiction, led by an elected Probate Judge (four-year term). The case is filed in the county where the decedent lived.
Small Estate Affidavit / Collection by Affidavit (S.C. Code Ann. § 62-3-1201) – available when the gross value of the entire probate estate, less liens and encumbrances, does not exceed $45,000 (raised from $25,000 for deaths after May 2025). At least 30 days must have passed since death, and no petition for appointment of a personal representative can be pending anywhere. The successor files a Form 420PC “Affidavit for Collection of Personal Property,” which the probate judge approves and countersigns.
Summary Administration (§ 62-3-1203) – a simplified probate procedure available when the value of the estate passing by will (less liens and encumbrances) is under the statutory threshold, or when the surviving spouse is the sole heir or beneficiary.
Informal Probate – the standard path for the majority of estates. No notices or hearings are required unless demanded by an interested party.
Formal Proceedings – reserved for contested matters: objections to a personal representative’s appointment, will contests, a lost or destroyed will, or declaratory judgments on intestacy.
Step 2: filing for administration
The personal representative (or an interested party) files a petition with the Greenville County Probate Court where the decedent resided; if there’s a will, the original is filed with it.
For informal probate, the Probate Judge (or a designated staff member) reviews the application administratively; formal proceedings require notice and a hearing.
The court issues Letters Testamentary or Letters of Administration, giving the personal representative authority to act.
The personal representative files an inventory and appraisement within 90 days of qualification, and provides periodic accountings as the court requires.
Creditors are notified; claims not timely presented are barred.
The estate closes with a final settlement – a verified report and proposed distribution served on interested parties and approved by the Probate Court.
