Clark County, South Dakota
Clark's Potato Days and northeast South Dakota's Coteau prairie - from Clark's Mashed Potato Wrestling Festival (the annual festival in Clark that has become one of South Dakota's most entertainingly peculiar celebrations - competitors wrestle in a pit of mashed potatoes in a community event that draws visitors from across the region and has given Clark national recognition as the home of one of America's most unusual festival activities) to Clark County's significant potato production (the sandy soils and cool climate of the Coteau des Prairies make Clark County one of South Dakota's most significant potato-producing regions, supplying processing and fresh market potatoes to regional markets).

Key Assets: Clark County’s seat, Clark, is genuinely and famously home to one of South Dakota’s weirdest and most beloved annual traditions – the WORLD FAMOUS MASHED POTATO WRESTLING contest, the signature highlight of the town’s annual Potato Days festival; Potato Days began in 1992 as a way to celebrate Clark’s genuine agricultural identity as South Dakota’s self-proclaimed “Potato Capital,” featuring a softball tournament, car and motorcycle show, and various potato-themed food contests in its first year; the event’s most legendary attraction arrived in 1995, during the festival’s fourth year, when McCain Foods – a major potato processor with deep local business ties – signed on as sponsor of the very first Mashed Potato Wrestling contest, held in a “ring” made of hay bales lined with a tarp and filled with genuine mashed potatoes; when McCain’s local plant closed in 2002, determined locals refused to let the tradition die, simply sourcing their dehydrated potato flakes elsewhere to keep the wrestling matches going; the event has since achieved genuine national recognition – the Guinness World Records officially credits musician Steve Barone (performing under the stage name “Steve O’Gratin,” frontman of the band Lifter Puller) with the record for “most wins of the Mashed Potato Wrestling championships,” having claimed four total victories across events held in both Barnesville, Minnesota and Clark, South Dakota between 2006 and 2008; today’s Potato Days festival has expanded well beyond wrestling to include a 5K walk/run, a potato and chip dip recipe contest, an antique tractor parade that begins its journey all the way in Watertown, a “Best Decorated Potato” contest (past winners have included sculptures shaped like an astronaut, a farmer, race cars, and even a tooth), and appearances by costumed Mr. and Mrs. Potato Head characters; visitors can also step back in time at the nearby Beauvais Heritage Center Complex, featuring an original settler’s claim shanty, a historic railroad depot, a period schoolhouse, and a still-active turn-of-the-century church
Notes: Clark’s genuine, extensively documented Mashed Potato Wrestling tradition – complete with an official Guinness World Record connection – is one of the most delightfully quirky local festivals found anywhere in this project.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Clerk of Courts, Clark County PO Box 294, 200 North Commercial Street, Clark, SD 57225 (605) 532-5851
Clark County is in northeastern South Dakota, seated in Clark. The 1934 Clark County Courthouse, Art Deco in style with pink Tennessee marble interior, is listed on the National Register of Historic Places.
Step 1: figure out which path applies
South Dakota HAS adopted the Uniform Probate Code (Articles I, II, III, IV, and VIII, effective July 1, 1995). Probate proceedings are handled by the Circuit Court in the county where the decedent lived, generally administered under the supervision of the Clerk of Courts.
Small Estate Affidavit – Collection of Personal Property (SDCL § 29A-3-1201) – available when the total gross value of the entire estate, wherever located, less liens and encumbrances, does not exceed $50,000. At least 30 days must have passed since death, no petition for appointment of a personal representative is pending or has been granted anywhere, and the decedent had no outstanding debts to the Department of Social Services for medical assistance or institutional/nursing home care. A separate affidavit exists for South Dakota real estate under $50,000, which must also be filed with the Register of Deeds where the property sits.
Informal Probate – the most common track in South Dakota, used when heirs and beneficiaries are getting along and no disputes are expected.
Unsupervised Formal Probate and Supervised Formal Probate – for more complex or contested situations.
Step 2: filing for administration
The personal representative (or an interested party) files an application or petition with the Clerk of Courts in Clark County, along with the original will if one exists.
For informal probate, the clerk reviews the application administratively and issues Letters Testamentary or Letters of Administration without a hearing in most cases.
Formal proceedings require notice to interested parties and, if contested, a hearing before the circuit judge.
The personal representative gathers and inventories assets, notifies creditors, and pays valid debts and expenses.
After debts and taxes are satisfied, remaining assets are distributed according to the will or South Dakota’s intestacy statutes (SDCL Chapter 29A-2).
The estate is formally closed by filing a sworn closing statement or a petition for formal order of discharge (SDCL § 29A-3-1003).
What it costs
Court costs are set by law and paid to the Clerk of Courts; confirm current fees with Clark County directly.
South Dakota has NO state estate tax and NO state inheritance tax. Only the federal estate tax may apply, and only to very large estates.
A surviving spouse cannot be disinherited in South Dakota unless the spouse agrees.
