Virginia County
King William County, Virginia
Mattaponi and Pamunkey tribal heritage and river country - from the Mattaponi and Pamunkey Indian Reservations (two of the oldest continuously occupied Native American reservations in the United States, the Mattaponi and Pamunkey tribes have maintained their tribal lands in King William County since before European colonization - the Mattaponi Reservation along the Mattaponi River is one of the oldest reservations in North America, with the tribe maintaining its traditional shad fishing rights on the river to this day) to the county's scenic river peninsula landscape (King William County occupies a peninsula between the Mattaponi and Pamunkey rivers before they join to form the York River, creating a distinctive rural landscape of farms, forests, and colonial-era plantations).

Office: King William County Emergency Management, under the Director of Emergency Management with Board of Supervisors consent
Notes: The county’s Emergency Operations Plan (updated April 2023) is reviewed and updated annually; the Town of West Point coordinates with the County EOC via phone, radio, email, and WebEOC during a joint response, and county resources may support the town when not otherwise needed, and vice versa. If local response capacity is exceeded, the county can draw on Statewide Mutual Aid and the Emergency Management Assistance Compact. The plan specifically addresses animal care during emergencies through the King William-King & Queen Regional Animal Shelter.
Roads & Utilities
ROADS & TRANSPORTATION
Roads: US-360 and SH-30 are primary corridors; the county sits at the confluence of the Pamunkey and Mattaponi Rivers, which join to form the York River near West Point
Transit: No dedicated fixed-route county transit identified; confirm current regional options directly with the county
Business & Permits
BUILDING & PERMITS
Office: King William County Building Department
Services: A multi-step process – obtain a well/septic permit from the Health Department first; bring that permit and your land plat to the Planning Department for a Land Disturbance/Zoning Permit; then submit the Building Permit Application with two sets of building plans (including truss specifications) to the Building Department for code review
Notes: This is genuinely a sequential, multi-department process – do not expect same-day permit issuance, as plan review takes time; payment is not accepted until plans are reviewed and approved, and the permit is issued only after payment.

Key Assets: The Pamunkey Indian Reservation, established through an 1646 treaty with the Virginia colonial government, is the oldest continuously held Native American reservation in the United States, occupied by Pamunkey ancestors for at least 15,000 years; the roughly 1,200-acre reservation (500 acres of it wetlands) lies along the Pamunkey River, and the Pamunkey Indian Tribe received Virginia state recognition in 1983 and full federal recognition on July 2, 2015; the Pamunkey Indian Museum and Cultural Center, opened 1980, covers tribal history from 12,000 years ago to the present, and the reservation’s Pottery School, active since the early 1930s and home to the Pamunkey Indian Potters’ Guild, continues a pottery-making tradition using clay from the Pamunkey River that predates colonial contact; Pamunkey people including Chief Powhatan and Pocahontas were among the first to encounter European colonists in the 16th-17th centuries
Notes: This is genuinely significant, verifiable history – not a tourism embellishment – and the reservation and museum are open to visitors; confirm current museum hours directly at pamunkey.org, as this is Tribal-operated and not a county facility

NOTES
King William County is home to the Pamunkey Indian Reservation – the oldest continuously held Native American reservation anywhere in the United States, occupied by Pamunkey ancestors for at least 15,000 years and formally established by an unbroken 1646 treaty. This is genuine, well-documented history, not tourism marketing, and the reservation’s museum and centuries-old pottery tradition remain active and open to visitors today. The county shares its animal shelter and dog licensing requirements jointly with neighboring King and Queen County, and its building permit process is a genuinely sequential, multi-department procedure worth planning ahead for. All contact information above was sourced from official county, tribal, and preservation-organization pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About King William County
King William County is Virginia’s Mattaponi and Pamunkey tribal heritage and river peninsula county – two of North America’s oldest Native American reservations give King William County a living Indigenous heritage unique in Virginia while the scenic river peninsula landscape of farms and colonial plantations maintains the rural Tidewater character that has defined the county since the 1600s.
King William (the county seat, population ~150) is one of Virginia’s smallest county seats, with the county’s rural population distributed across the Mattaponi-Pamunkey river peninsula between Richmond and the Northern Neck.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
King William Circuit Court 351 Courthouse Lane, Suite 130, King William, VA 23086 (804) 769-4936
King William County is on Virginia’s Middle Peninsula between the Pamunkey and Mattaponi rivers, county seat King William. Virginia has NO separate probate court – probate (“qualification”) is handled entirely by the Circuit Court Clerk’s Office.
Step 1: figure out which path applies
Virginia calls the probate process “qualification” rather than “appointment,” and it happens administratively at the Circuit Court Clerk’s Office, not before a judge, unless a dispute arises.
Small Estate Affidavit (Va. Code § 64.2-601, the “Virginia Small Estate Act”) – available when the decedent’s entire personal probate estate (excluding real estate) does not exceed $75,000, at least 60 days have passed since death, and no personal representative has been appointed or has a pending application in any jurisdiction. If a will exists, it must first be admitted to probate (recorded with the Clerk) even though no executor is appointed. As of July 1, 2026, the affidavit must be filed on the statewide form (CC-1685).
Single Small Asset Release (Va. Code § 64.2-602) – any person or institution holding a single asset of $35,000 or less may release it directly to a successor once 60 days have passed since death and no personal representative has qualified, without any affidavit required at all.
Real Estate Affidavit (Form CC-1612) – if the decedent owned only real estate, this can be recorded directly in land records without full probate. Real estate generally cannot be transferred through the small estate affidavit process.
Full Qualification / Administration – the standard path for larger or more complex estates. The personal representative appears before the Clerk, takes an oath, files the will and death certificate, and typically posts a surety bond. The estate is then supervised by a Commissioner of Accounts throughout administration.
Step 2: filing for administration
The person seeking to qualify as executor or administrator brings the original will (if any) and a certified death certificate to the King William Circuit Court Clerk’s Office.
The Clerk reviews the will’s validity and admits it to probate.
The personal representative takes an oath and qualifies, posting a bond if required; the Clerk issues Letters Testamentary or Letters of Administration.
The Commissioner of Accounts oversees the estate going forward.
The personal representative notifies creditors, pays valid debts, and manages estate assets.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed once final accounting is approved.
What it costs
Virginia imposes a PROBATE TAX on most wills admitted to probate and grants of administration: $1 state tax + $0.33 local tax for every $1,000 of estate value. No tax is imposed on estates valued at $15,000 or less.
Filing fees for qualification vary by estate size; confirm current King William County fees directly.
Virginia does NOT impose a state estate tax or inheritance tax – repealed for deaths on or after July 1, 2007. Only the federal estate tax may apply, and only to very large estates.
