Notes: This single phone number, (804) 785-5975, covers building code violations, floodplain ordinance violations, wetlands violations (Environmental Programs), and zoning violations – a genuinely centralized reporting line for a small county. A Land Disturbance Permit is specifically required when the disturbance area exceeds 2,500 sq ft.

VETERANS SERVICES
State VSO: Virginia Department of Veterans Services – dvs.virginia.gov (statewide office locator for the nearest Veterans Service Representative)

LIBRARIES
System: King and Queen County Library – 396 Newtown Road, P.O. Box 279, St. Stephen’s Church, VA 23148 | (804) 785-4425 | Library Director Jesse Kelley
Notes: According to the county’s own library page, residents holding a Pamunkey Regional Library (PRL) card could use PRL services (Hoopla, books, CDs, DVDs) only through June 30, 2024 – this suggests King and Queen may have since operated its library independently of the Pamunkey Regional system. Confirm the library’s current regional affiliation and card-sharing arrangements directly, as this appears to have changed and available sources didn’t fully clarify the current status.
Parks & Recreation
PARKS & RECREATION
Key Assets: King and Queen County, organized in 1691, is the longest county in Virginia by geography, spanning 315 square miles; the county’s western boundary along the Mattaponi River offers public boat access, as does the York River; Mattaponi, an unincorporated community in the county, is named for the Mattaponi Powhatan tribe, whose reservation lies nearby in neighboring King William County – the Mattaponi are one of only two Virginia Indian tribes that have continuously held reservation land since the colonial era
Notes: Confirm current park facilities and any historic sites directly with the county, as detailed information beyond the geographic/heritage overview was limited in available sources

ANIMAL SERVICES
Office: King and Queen County Animal Control, operated through the Sheriff’s Office – (804) 785-7400 | Mailing: PO Box 565, West Point, VA
Services: All dogs 4 months and older must be licensed annually by February 1st each year, per shared licensing arrangement with neighboring King William County – a current rabies vaccination certificate is required to license a pet, and tags must be securely fastened to the dog’s collar; cats are not required to be licensed in either county, but must still have a current rabies vaccination once 4 months old
Notes: A separate independent nonprofit, Indian Rivers Humane Society, PO Box 264, Aylett, VA, also serves the region – confirm which organization applies to your specific situation, as county Animal Control (via the Sheriff’s Office) and the independent Humane Society are separate entities.
Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT
Environmental Complaints: Virginia Department of Environmental Quality – deq.virginia.gov; wetlands violations specifically go through the county’s own Environmental Programs office, (804) 785-5975
Notes: Contact King and Queen County Administration directly for current refuse collection and recycling program details, as specifics were not independently confirmed for this entry
NOTES
King and Queen County, organized in 1691 and Virginia’s longest county by geography, carries deep Native American heritage tied to the Mattaponi people, whose reservation across the river in King William County is one of only two Virginia Indian reservations continuously held since the colonial era. The county’s library arrangement appears to be in transition – confirm current status of any regional library affiliation directly, as older information suggested a shift away from shared Pamunkey Regional Library access as of mid-2024. All contact information above was sourced from official county pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About King and Queen County County
King and Queen County is Virginia’s Mattaponi River and colonial Tidewater Middle Peninsula county – the tidal river with its Mattaponi tribal heritage and one of Virginia’s oldest and most authentically preserved courthouse villages define a remote Tidewater community whose colonial character is among the least-changed in the state.
King and Queen Court House (the county seat, population ~250) is King and Queen County’s governmental hub, a tiny Virginia Tidewater community whose antebellum courthouse complex, Mattaponi River access, and remote Middle Peninsula character anchor its identity as one of Virginia’s quietest and most historically authentic county seats.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
King and Queen Circuit Court 234 Allen’s Circle, PO Box 67, King and Queen Court House, VA 23085 (804) 785-5984
King and Queen County was founded in 1691, named for William III and Mary II, on Virginia’s Middle Peninsula, county seat King and Queen Court House. Virginia has NO separate probate court – probate (“qualification”) is handled entirely by the Circuit Court Clerk’s Office.
Step 1: figure out which path applies
Virginia calls the probate process “qualification” rather than “appointment,” and it happens administratively at the Circuit Court Clerk’s Office, not before a judge, unless a dispute arises.
Small Estate Affidavit (Va. Code § 64.2-601, the “Virginia Small Estate Act”) – available when the decedent’s entire personal probate estate (excluding real estate) does not exceed $75,000, at least 60 days have passed since death, and no personal representative has been appointed or has a pending application in any jurisdiction. If a will exists, it must first be admitted to probate (recorded with the Clerk) even though no executor is appointed. As of July 1, 2026, the affidavit must be filed on the statewide form (CC-1685).
Single Small Asset Release (Va. Code § 64.2-602) – any person or institution holding a single asset of $35,000 or less may release it directly to a successor once 60 days have passed since death and no personal representative has qualified, without any affidavit required at all.
Real Estate Affidavit (Form CC-1612) – if the decedent owned only real estate, this can be recorded directly in land records without full probate. Real estate generally cannot be transferred through the small estate affidavit process.
Full Qualification / Administration – the standard path for larger or more complex estates. The personal representative appears before the Clerk, takes an oath, files the will and death certificate, and typically posts a surety bond. The estate is then supervised by a Commissioner of Accounts throughout administration.
Step 2: filing for administration
The person seeking to qualify as executor or administrator brings the original will (if any) and a certified death certificate to the King and Queen Circuit Court Clerk’s Office.
The Clerk reviews the will’s validity and admits it to probate.
The personal representative takes an oath and qualifies, posting a bond if required; the Clerk issues Letters Testamentary or Letters of Administration.
The Commissioner of Accounts oversees the estate going forward.
The personal representative notifies creditors, pays valid debts, and manages estate assets.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed once final accounting is approved.
What it costs
Virginia imposes a PROBATE TAX on most wills admitted to probate and grants of administration: $1 state tax + $0.33 local tax for every $1,000 of estate value. No tax is imposed on estates valued at $15,000 or less.
Filing fees for qualification vary by estate size; confirm current King and Queen County fees directly.
Virginia does NOT impose a state estate tax or inheritance tax – repealed for deaths on or after July 1, 2007. Only the federal estate tax may apply, and only to very large estates.
