Key Assets: Loudoun County, specifically the Ashburn-Sterling corridor, is genuinely “Data Center Alley” – the densest concentration of data centers anywhere in the world, hosting infrastructure for AWS, Microsoft Azure, Google Cloud, Meta, and dozens of others, with an estimated 35-70% of global internet traffic (sources vary) passing through the corridor daily; the county has more than 130 operating data centers totaling over 35 million square feet as of 2025-2026, contributing roughly 38-40% of the county’s total tax revenue; the industry took root after AOL built its headquarters in Loudoun in 1996, and the county deliberately marketed itself as “Data Center Alley” starting around 2008 as part of a strategic commercial-tax-base initiative
Notes: This is a genuinely significant and still-evolving local economic story, not a minor detail – data center expansion has become a major regional policy debate given rising electricity demand and grid capacity constraints, and residents may find this context directly relevant to utility costs, zoning debates, and new development they encounter locally. Loudoun’s wine country and historic villages in the western part of the county remain a separate, quieter draw – confirm current park and vineyard information directly via visitloudoun.org

NOTES
Loudoun County is genuinely the epicenter of the global data center industry – “Data Center Alley” in Ashburn is the densest concentration of data centers anywhere in the world, an industry that now funds a substantial share of the county’s budget and shapes ongoing local debates over land use, electricity demand, and water consumption. This is directly relevant context for residents navigating zoning, utility costs, or new development in the county, not just a curiosity. All contact information above was sourced from official county pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Loudoun County
Loudoun County holds a distinction that turns heads in every discussion of American wealth geography: it is routinely ranked the wealthiest county in the United States by median household income, at approximately $181,000 in 2024. This is not a fluke of geography or a small enclave of wealthy households – it reflects the structural concentration of high-income technology, federal contracting, and financial services employment in Northern Virginia’s technology corridor, combined with a large professional class of dual-income households with advanced degrees working in the DC metro area.
The engine behind this wealth concentration is Data Center Alley – the stretch of Loudoun County (primarily in and around Ashburn) that contains more data center capacity than any other place on earth. More than 70% of the world’s internet traffic is estimated to pass through Loudoun County’s data centers on any given day. Amazon Web Services, Microsoft Azure, Google Cloud, Meta, and virtually every other major technology company maintain massive server farms here, attracted by the county’s fiber infrastructure (the original MAE-East internet exchange point was located in Ashburn), reliable power, and proximity to federal government agencies in Washington and Northern Virginia. The data center industry generates enormous tax revenue for Loudoun County – enabling world-class schools, infrastructure, and services while keeping residential property tax rates relatively moderate compared to assessed values.
The county’s other economic pillars: Washington Dulles International Airport sits largely within Loudoun County, making it a gateway for international travel and a hub for aviation-related employment. The Silver Line Metrorail extension (Phase 2, opened November 2022) now connects Loudoun County to Washington’s Metro system for the first time, with stations at Ashburn and Loudoun Gateway.
Loudoun County’s western portion is a distinctly different landscape – rolling piedmont farms, vineyard estates, and the horse country of the Loudoun Hunt and the National Sporting Library and Museum in Middleburg (shared with adjacent Fauquier County). The county is home to more than 40 licensed wineries and is part of the Virginia Wine Country that stretches from Loudoun through the Shenandoah Valley. This rural/suburban contrast gives Loudoun County an unusual character – tech corridor and horse country within the same county boundaries.
County government is a nine-member Board of Supervisors with a County Administrator. The Commissioner of the Revenue, Treasurer, Clerk of Circuit Court, Sheriff, Commonwealth’s Attorney, and Commissioner of Elections are separately elected.

Loudoun County conducts annual assessments of all real property at 100% of estimated fair market value as of January 1. Assessment notices are mailed in January each year. The Loudoun County Office of the Commissioner of Revenue – Real Property Assessment (1 Harrison Street SE, Leesburg, 703-777-0357) is responsible for determining all real property values.
Loudoun County’s consistently appreciating real estate market – driven by data center land demand, tech corridor residential demand, and Metro access – means assessed values tend to track market closely. However, properties in transitional areas, unique properties, rural estates, or homes with functional obsolescence may be assessed above market.
The two-step appeal process:
Step 1 – Informal Review (with the Commissioner of Revenue / Assessor): Contact the Real Property Assessment office to discuss your assessment informally. Deadline for submitting a formal Request for Review is April 30. Staff will review comparables and your concerns and respond in writing. The outcome may be a decrease, no change, or increase.
Step 2 – Board of Equalization (BOE): File with the Loudoun County Board of Equalization by June 30. The BOE is a separate independent body – appearance is NOT required. File your evidence (comparable sales, appraisal, property condition documentation) and the BOE will hear the appeal. The BOE can raise, lower, or affirm the assessment. Assessment is presumed correct; the burden is on you to provide substantial evidence of error.
After the BOE, appeal to the Loudoun County Circuit Court within 3 months of the BOE decision.
Senior and disabled relief: Loudoun County administers its own Real Property Tax Relief for the Elderly and Disabled program under Virginia Code §58.1-3210. Income and net worth limits are set locally by the Board of Supervisors. Apply through the Commissioner of the Revenue (703-777-0260). The 2025 amendments to Virginia Code changed how defined contribution retirement account balances (IRAs, 401(k)s) count toward net worth limits – if you were previously ineligible due to retirement account balances, reapply under the updated methodology.
Virginia has no state estate tax (eliminated 2006) and no inheritance tax. Virginia recognizes Transfer on Death deeds for real property.
OWNWELL CTA: Loudoun County’s real estate market has appreciated dramatically – annual assessment tracks market. BOE deadline June 30; no appearance required. Senior relief income/net worth limits set locally – 2025 Virginia changes to retirement account counting in net worth calculations may make previously ineligible seniors now qualify. No VA estate or inheritance tax. Ownwell manages the appeal with no upfront cost.

Courts & Legal
Courts & Legal
The Loudoun County Circuit Court at 18 E. Market Street, Leesburg (703-777-0270) handles all civil, criminal, family, and probate matters. The Loudoun County Clerk of Circuit Court at 18 E. Market Street, Leesburg (703-777-0270) maintains all court records and land records – deeds, mortgages, and recorded documents – searchable online at loudoun.gov. The Clerk of Court processes all probate filings.
Virginia probate: bring original will, certified death certificate, and list of heirs. For small estates under $50,000 with no real property, a Small Estate Affidavit may be used. Virginia’s Uniform Disposition of Community Property Act assists couples moving from community property states.
Data center and technology estate planning: Loudoun County’s concentration of technology executives, AWS/Microsoft/Google engineers, federal contractors, and financial services professionals creates estate planning dynamics of unusual sophistication. Stock-based compensation – RSUs, ISOs, NQSOs – from publicly traded technology companies represents a large portion of many households’ net worth and requires careful planning around timing, tax basis, and beneficiary designation. Deferred compensation plans (§409A) with large balances are common among senior executives. Virginia does not impose estate or inheritance tax, but federal estate tax above ~$13.9 million (2025) applies to larger estates. The sunsetting of the Tax Cuts and Jobs Act after 2025 could halve the federal exemption to approximately $7 million – significant numbers of Loudoun County households could be affected.
Equestrian and agricultural estate planning: Loudoun County’s western farmland and equestrian estates involve Virginia Land Use Tax programs (reduced assessments for agricultural use under Virginia Code §58.1-3230), conservation easements (Loudoun County ranks among the highest in Virginia for land under conservation easement), and complex family farm succession planning.
Senior Services: The Loudoun County Adult and Senior Services (703-777-0257) at 102 Heritage Way NE, Leesburg coordinates senior centers, home-delivered meals, transportation, VICAP Medicare counseling (Virginia’s SHIP program), caregiver support, Adult Protective Services, and connections to Virginia Medicaid long-term care programs.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Loudoun Circuit Court, Attn: Probate Division 18 East Market Street, PO Box 550, Leesburg, VA 20176 (703) 777-0270
Loudoun County was founded in 1757, named for John Campbell, 4th Earl of Loudoun, in Northern Virginia, Virginia’s third-most populous county, county seat Leesburg. Virginia has NO separate probate court – probate (“qualification”) is handled entirely by the Circuit Court Clerk’s Office, which maintains a dedicated Probate Division and Historic Records & Deed Research unit.
Step 1: figure out which path applies
Virginia calls the probate process “qualification” rather than “appointment,” and it happens administratively at the Circuit Court Clerk’s Office, not before a judge, unless a dispute arises.
Small Estate Affidavit (Va. Code § 64.2-601, the “Virginia Small Estate Act”) – available when the decedent’s entire personal probate estate (excluding real estate) does not exceed $75,000, at least 60 days have passed since death, and no personal representative has been appointed or has a pending application in any jurisdiction. If a will exists, it must first be admitted to probate (recorded with the Clerk) even though no executor is appointed. As of July 1, 2026, the affidavit must be filed on the statewide form (CC-1685).
Single Small Asset Release (Va. Code § 64.2-602) – any person or institution holding a single asset of $35,000 or less may release it directly to a successor once 60 days have passed since death and no personal representative has qualified, without any affidavit required at all.
Real Estate Affidavit (Form CC-1612) – if the decedent owned only real estate, this can be recorded directly in land records without full probate. Real estate generally cannot be transferred through the small estate affidavit process.
Full Qualification / Administration – the standard path for larger or more complex estates. The personal representative appears before the Clerk, takes an oath, files the will and death certificate, and typically posts a surety bond. The estate is then supervised by a Commissioner of Accounts throughout administration.
Step 2: filing for administration
The person seeking to qualify as executor or administrator brings the original will (if any) and a certified death certificate to the Loudoun Circuit Court Probate Division.
The Clerk reviews the will’s validity and admits it to probate.
The personal representative takes an oath and qualifies, posting a bond if required; the Clerk issues Letters Testamentary or Letters of Administration.
The Commissioner of Accounts oversees the estate going forward.
The personal representative notifies creditors, pays valid debts, and manages estate assets.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed once final accounting is approved.
What it costs
Virginia imposes a PROBATE TAX on most wills admitted to probate and grants of administration: $1 state tax + $0.33 local tax for every $1,000 of estate value. No tax is imposed on estates valued at $15,000 or less.
Filing fees for qualification vary by estate size; confirm current Loudoun County fees directly.
Virginia does NOT impose a state estate tax or inheritance tax – repealed for deaths on or after July 1, 2007. Only the federal estate tax may apply, and only to very large estates.
