Virginia County
Rockbridge County, Virginia
Lexington's VMI and Washington and Lee, and Natural Bridge - from Lexington's extraordinary concentration of history and higher education (Virginia Military Institute, founded in 1839 as the nation's first state-supported military college, and Washington and Lee University, one of America's oldest universities and the school where Robert E. Lee served as president after the Civil War, both anchor Lexington's identity as one of Virginia's most historic and academically distinguished small cities) to Natural Bridge State Park (the 215-foot natural limestone arch that Thomas Jefferson once owned and called one of the most sublime curiosities in nature, Natural Bridge is one of Virginia's most iconic geological landmarks and now anchors a state park in Rockbridge County).

Parks & Recreation
PARKS & RECREATION
Key Assets: Natural Bridge, a 215-foot-tall limestone gorge carved by Cedar Creek, is genuinely one of America’s most historically significant natural landmarks – the Monacan people held it sacred, a young George Washington surveyed it, and Thomas Jefferson personally purchased it and 157 surrounding acres from King George III in 1774 for 20 shillings; it later became internationally celebrated as “One of the Seven Natural Wonders of the Modern World” and remained a private tourist attraction for nearly 250 years until a 2013-2014 community-driven conservation effort – backed by resolutions from Rockbridge County, Lexington, and Buena Vista plus the nonprofit Virginia Conservation Legacy Fund – secured its permanent protection; it officially became Natural Bridge State Park (Virginia’s 37th state park) on September 24, 2016, and holds Dark Sky status for stargazing, plus 7 miles of hiking trails including Cedar Creek Trail leading to the 30-foot Lace Falls; the county itself was formed in 1778 from Augusta and Botetourt counties, named directly for this landmark; other regional heritage sites include the Rockbridge Historical Society, the Jackson House (Stonewall Jackson’s Lexington home), the George C. Marshall Library, and the museums at Washington and Lee University and Virginia Military Institute (VMI), both located in the independent City of Lexington
Notes: Natural Bridge State Park entrance fees: $6 (ages 3-12), $9 (13+), $5 per car at trailheads; open daily 8 AM to dusk. This is genuinely significant, well-documented history – not tourism embellishment – spanning Indigenous spiritual significance, colonial-era ownership by a Founding Father, and a real, recent grassroots conservation success story.

NOTES
Rockbridge County is named directly for Natural Bridge, one of America’s most historically resonant natural landmarks – sacred to the Monacan people, surveyed by a young George Washington, and personally purchased by Thomas Jefferson in 1774, later saved from private development through a genuine grassroots conservation campaign that made it a Virginia State Park in 2016. The county’s animal welfare and library systems both reflect deep, formal regional cooperation spanning both independent cities within its borders. All contact information above was sourced from official county, park, and library pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Rockbridge County
Rockbridge County is the Shenandoah Valley’s VMI, Washington and Lee, and Natural Bridge county – Lexington’s extraordinary concentration of military heritage, presidential history, Civil War significance, and higher education institutions make Rockbridge County one of Virginia’s most historically dense and scenically spectacular counties in the heart of the Great Valley.
Lexington (the county seat, population ~7,000) is Rockbridge County’s governmental and cultural hub, a Historic District city whose VMI, Washington and Lee, and Stonewall Jackson and Robert E. Lee connections make it one of Virginia’s most visited historic communities.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Rockbridge Circuit Court 20 South Randolph Street, Suite 101, Lexington, VA 24450 (540) 463-2232
Rockbridge County is in the Shenandoah Valley, home to Natural Bridge, county seat Lexington (an independent city, also home to Washington and Lee University and Virginia Military Institute). Virginia has NO separate probate court – probate (“qualification”) is handled entirely by the Circuit Court Clerk’s Office.
Step 1: figure out which path applies
Virginia calls the probate process “qualification” rather than “appointment,” and it happens administratively at the Circuit Court Clerk’s Office, not before a judge, unless a dispute arises.
Small Estate Affidavit (Va. Code § 64.2-601, the “Virginia Small Estate Act”) – available when the decedent’s entire personal probate estate (excluding real estate) does not exceed $75,000, at least 60 days have passed since death, and no personal representative has been appointed or has a pending application in any jurisdiction. If a will exists, it must first be admitted to probate (recorded with the Clerk) even though no executor is appointed. As of July 1, 2026, the affidavit must be filed on the statewide form (CC-1685).
Single Small Asset Release (Va. Code § 64.2-602) – any person or institution holding a single asset of $35,000 or less may release it directly to a successor once 60 days have passed since death and no personal representative has qualified, without any affidavit required at all.
Real Estate Affidavit (Form CC-1612) – if the decedent owned only real estate, this can be recorded directly in land records without full probate. Real estate generally cannot be transferred through the small estate affidavit process.
Full Qualification / Administration – the standard path for larger or more complex estates. The personal representative appears before the Clerk, takes an oath, files the will and death certificate, and typically posts a surety bond. The estate is then supervised by a Commissioner of Accounts throughout administration.
Step 2: filing for administration
The person seeking to qualify as executor or administrator brings the original will (if any) and a certified death certificate to the Rockbridge Circuit Court Clerk’s Office.
The Clerk reviews the will’s validity and admits it to probate.
The personal representative takes an oath and qualifies, posting a bond if required; the Clerk issues Letters Testamentary or Letters of Administration.
The Commissioner of Accounts oversees the estate going forward.
The personal representative notifies creditors, pays valid debts, and manages estate assets.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed once final accounting is approved.
What it costs
Virginia imposes a PROBATE TAX on most wills admitted to probate and grants of administration: $1 state tax + $0.33 local tax for every $1,000 of estate value. No tax is imposed on estates valued at $15,000 or less.
Filing fees for qualification vary by estate size; confirm current Rockbridge County fees directly.
Virginia does NOT impose a state estate tax or inheritance tax – repealed for deaths on or after July 1, 2007. Only the federal estate tax may apply, and only to very large estates.
