Snohomish County, Washington
Boeing's widebody world headquarters and Puget Sound's northern frontier — from the Boeing Everett Factory (the world's largest building by volume, assembling 747s, 767s, 777s, and 787s) to the Tulip Festival in Skagit Valley's adjacent fields, the Cascade foothills' Leavenworth Bavarian village day-trip gateway, and a north Puget Sound county that has absorbed Seattle's northward growth while remaining anchored by the aerospace manufacturing that built the Pacific Northwest economy.

Cities within the county, such as Snohomish, often operate through interlocal agreements with the County DEM and local fire districts rather than maintaining fully independent emergency management departments – City of Snohomish, (360) 568-2141, non-emergency (425) 407-3999. The Snohomish County Fire Marshal periodically issues burn bans for unincorporated areas (recent example: a Stage 1 outdoor burning ban beginning June 22) – confirm current burn status directly given seasonal variability.

NOTES
Snohomish County is home to a genuinely singular global distinction – the Boeing Everett Factory is the officially recognized largest building in the world by volume, a defining feature of both the county’s economy and its skyline near Paine Field. Given the county’s size and number of incorporated cities, confirming unincorporated-vs-city jurisdiction matters throughout – most notably, Everett runs its own separate library system apart from Sno-Isle Libraries, which covers the rest of the county. All contact information above was sourced from official county, city, and shelter pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Snohomish County
Snohomish County is the largest suburban county in the Seattle metro by land area – a 2,087-square-mile expanse north of King County stretching from the Puget Sound shoreline through Cascade foothills to the Cascade crest. Everett is the county seat and home to the Boeing Everett Delivery Center, the largest building by volume on Earth, where 747, 767, 777, and 787 Dreamliner aircraft are assembled. Other major communities include Marysville, Edmonds, Lynnwood, Mukilteo, Lake Stevens, Mill Creek, Mountlake Terrace, and Bothell. The county has grown steadily as Seattle-area housing prices push buyers north along I-5 and US-2. County government is led by a five-member County Council and an elected County Executive, with separately elected offices for the Sheriff, Assessor, Treasurer, Auditor, County Clerk, Prosecuting Attorney, and District Court judges.
Washington State has no income tax – property tax is the primary local government revenue mechanism, and Snohomish County’s rising home values have made it a significant annual expense for most homeowners.

Washington property tax is assessed by the elected Snohomish County Assessor at 3000 Rockefeller Avenue, M/S 510, Everett (425-388-3433). Washington switched to annual revaluation in 2004 – all properties are appraised every year as of January 1, rather than on a multi-year cycle. For the January 1, 2025 assessment, residential values rose an average of 6.26% countywide; commercial values rose 2.68%.
Assessment notices are mailed in late June each year (2025 notices mailed June 27). Tax bills are issued in February for the current year, payable in two installments: first half due April 30, second half due October 31.
Appeal process:
Step 1: Call the Assessor’s residential line (425-388-6555) or commercial line (425-388-3390) to discuss your value informally. Many concerns are resolved at this stage.
Step 2: File a petition with the Snohomish County Board of Equalization (BOE) within 60 days of the mailing date on your notice, or by July 1, whichever is later. Appeal forms and online filing are available through the BOE website; contact the clerk at 425-388-3407. You must present evidence that the Assessor’s value exceeds true and fair market value – comparable sales, appraisals, or documented property condition issues.
Step 3: If unsatisfied with the BOE decision, appeal to the Washington State Board of Tax Appeals within 30 days of the BOE decision mailing date.
Senior and disabled exemption: Qualifying homeowners age 61 or older (or retired due to disability, or a veteran with 80%+ disability rating, or a surviving spouse/domestic partner age 57+ of a prior participant) with household income at or below $75,000 (for 2027 property taxes) may receive a significant reduction in assessed value – effectively exempting a portion from taxation. Must own and occupy as primary residence for more than 6 months per year. Apply through the Snohomish County Assessor’s Exemption Division at 425-388-3540.
Property tax deferral: Washington offers a deferral program for homeowners with combined disposable income of $57,000 or less, allowing the second-half tax installment to be deferred. Contact the Assessor’s office for details.
Washington has a state estate tax on estates above approximately $2.193 million (indexed annually) at rates up to 20%. Washington has no inheritance tax and no income tax.
OWNWELL CTA: Snohomish County annual revaluation means your assessed value changes every year. 2025 residential values rose 6.26% on average. BOE appeal deadline is 60 days from your notice or July 1. Ownwell manages the appeal with no upfront cost.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Snohomish County Superior Court 3000 Rockefeller Avenue, Mission Building, Floor 2, MS 605, Everett, WA 98201 (425) 388-3421
Snohomish County was founded January 14, 1861, named for the Snohomish people, Washington’s third-most populous county, county seat Everett. Washington has NO separate probate court and has NOT adopted the Uniform Probate Code – probate is handled through the Superior Court in each county, under Title 11 RCW.
Step 1: figure out which path applies
Washington probate is entirely discretionary – the law does not require a probate proceeding to be filed after a death, regardless of whether there was a will. Probate is typically pursued only when the decedent owned real property titled solely in their name, or personal property exceeding the small estate threshold.
Small Estate Affidavit (RCW 11.62.010) – available when the decedent’s entire probate estate does not exceed $100,000 (personal property only, not counting the surviving spouse’s community property interest), and at least 40 days have passed since death. No court filing is required – the successor presents the sworn affidavit directly to whoever holds the asset. All debts must be paid or provided for first.
Nonintervention Powers (RCW 11.68) – Washington’s signature alternative to full court-supervised probate. If the estate is solvent, the Superior Court MUST grant the personal representative nonintervention powers upon request (unless the will specifically forbids it). Once granted, the representative can sell, mortgage, and distribute estate property, and ultimately close the estate by filing a Declaration of Completion – all without further court orders, notice to beneficiaries, or hearings.
Full/Supervised Administration – required only when nonintervention powers are denied or not sought, typically in contested or insolvent estates.
TEDRA (Trust and Estate Dispute Resolution Act, RCW 11.96A) – Washington’s framework for resolving probate, trust, and estate disputes.
Step 2: filing for administration
The person seeking to serve as personal representative files a petition with the Snohomish County Superior Court Clerk’s Office, along with the original will (if any) and a certified death certificate.
The court appoints the personal representative and issues Letters Testamentary (with a will) or Letters of Administration (without one).
The personal representative petitions for nonintervention powers, which the court must grant if the estate is solvent (unless the will forbids it).
Once granted, the representative pays debts, manages and distributes property, and notifies creditors, without further court supervision.
The estate is closed by filing a Declaration of Completion.
What it costs
Filing fees and probate costs vary by estate complexity; confirm current Snohomish County Superior Court fees directly.
Washington HAS a state estate tax, separate from any small estate affidavit or nonintervention process. For deaths on or after July 1, 2026, the applicable exclusion amount is $3,000,000 (RCW 83.100.020), with rates from 10% to 20%. There is NO portability between spouses.
The federal estate tax exemption is far higher, at $15,000,000 for a 2026 death.
