Key Assets: Pitt County is genuinely and proudly home to EAST CAROLINA UNIVERSITY, one of the largest and most influential public universities in North Carolina, founded through the tireless advocacy of former North Carolina Governor and Greenville native Thomas Jordan Jarvis, still remembered today as the “Father of ECU”; the North Carolina General Assembly formally chartered the East Carolina Teachers Training School on March 8, 1907 – a date the university still commemorates annually as “Founder’s Day” – with the explicit mission of preparing “young men and women such an education and training as shall fit and qualify them for teaching in the public schools of North Carolina”; the competition to host the new institution was genuinely fierce, with eight eastern North Carolina communities vying for the honor, including Edenton, Washington, Kinston, New Bern, Tarboro, Rocky Mount, and Elizabeth City; Greenville ultimately won the bid largely because Pitt County residents made an extraordinarily generous offer, voting for a $50,000 municipal bond issue on top of a matching $50,000 county bond, together with a substantial tract of land (variously cited as 243 acres) – an inducement package that decisively swayed the selection committee; groundbreaking ceremonies took place on July 2, 1908, and the school formally opened its doors on October 5, 1909, under its first president, Robert Herring Wright, who would go on to lead the growing institution for 25 years, until 1934; that first class was genuinely modest by today’s standards – just 11 faculty members taught 104 women and 19 men enrolled in a two-year training program, and when the first graduating class walked in 1911, all sixteen graduates were women; remarkably, the school’s very first male graduate, Henry Oglesby, did not receive his diploma until 1932, more than two decades after the school opened; the institution evolved through several names and expanded missions over the following century – East Carolina Teachers College (1920), East Carolina College (1951), and finally East Carolina University in 1967 – growing today into a major public research university with more than 28,000 students, and standing as the only university in North Carolina offering professional degree programs in both dentistry and medicine alongside a full college of engineering, a distinction reflecting its deep, historically rooted commitment to improving quality of life throughout eastern North Carolina
Notes: East Carolina University’s genuine, extensively documented origin story – born from one governor’s advocacy and one county’s extraordinary financial commitment to public education – is one of the most significant institutional heritage sites found anywhere in this project.

About Pitt County
Pitt County is eastern North Carolina’s most populous county and the 359th most populous in the United States, covering 655 square miles of the Coastal Plain along the Tar River.
Greenville (the county seat, population ~93,000) is the largest city in eastern North Carolina – a regional hub anchored by East Carolina University (ECU) and the Brody School of Medicine. ECU (enrollment ~28,000) is one of the largest universities in North Carolina and the home of the ECU Pirates – a program with passionate regional support across eastern North Carolina. ECU’s commitment to educating primary care physicians for underserved rural communities through its Brody School of Medicine has been a defining institutional mission.
Vidant Health (now ECU Health) – the academic health system affiliated with ECU’s Brody School of Medicine – is Pitt County’s largest employer and one of the most significant healthcare systems in eastern North Carolina, providing tertiary care services for an 18-county region. The flagship ECU Health Medical Center in Greenville is a Level I Trauma Center serving a vast rural catchment area.
Greenville has evolved from a tobacco market town into a genuine regional hub with a diverse economic base across healthcare, education, retail, and manufacturing. The city’s Town Common revitalization along the Tar River and the emerging South Greenville development corridor reflect ongoing urban investment.
Winterville (population ~11,000) is a rapidly growing suburban community southwest of Greenville – one of North Carolina’s fastest-growing municipalities, attracting families seeking suburban character with access to Greenville’s employment and ECU’s amenities.
Ayden (population ~5,000) is a small town south of Greenville famous as the Collard Festival Capital – the annual Ayden Collard Festival is one of eastern North Carolina’s most distinctive agricultural celebrations.
Eastern North Carolina’s hurricane exposure – including the catastrophic flooding from Hurricane Floyd (1999) and the repeated flooding of the Tar River – has shaped Pitt County’s planning, floodplain management, and community resilience work.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Pitt County Clerk of Superior Court – Estates Division 100 West Third Street (mail: P.O. Box 6067), Greenville, NC 27834 (252) 695-7100
Pitt County is in eastern North Carolina, seated in Greenville, home to East Carolina University. A second courthouse location serves Farmville.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
