Hamlet's National Historic Landmark railroad depot and the Pee Dee River - from Hamlet's Historic Hamlet Depot (a National Historic Landmark - the 1900 Seaboard Air Line Railway station in Hamlet was the most important railroad junction in eastern North Carolina, where four rail lines converged to create a significant repair facility and division point employing thousands, and the depot's Moorish-influenced brick architecture is one of the finest surviving examples of late 19th-century American railroad station design) to the Pee Dee River's Uwharrie Mountains corridor and Richmond County's textile manufacturing legacy.

Key Assets: Richmond County is genuinely and famously home to ROCKINGHAM SPEEDWAY, affectionately nicknamed “THE ROCK” by generations of racing fans and one of the most storied tracks in all of NASCAR history; the track’s origins trace to the early 1960s superspeedway construction boom, when local business leaders in North Carolina’s rural Sandhills region believed a major racing facility could genuinely transform the regional economy; contractor Harold Brasington – the very same builder responsible for the legendary Darlington Raceway in South Carolina – partnered with local property owner Bill Land in 1964 to break ground on a flat, one-mile oval track, initially named North Carolina Motor Speedway; despite early financial troubles, a coalition of determined community leaders kept the project alive, and the track opened on Halloween, October 31, 1965; the inaugural race carried genuine historical drama for NASCAR itself – the 1965 season had been troubled by a manufacturer boycott (Chrysler, Plymouth, and Dodge had pulled out after NASCAR outlawed their Hemi engine), meaning reigning champion Richard Petty had missed most of the season, and fan-favorite driver Curtis Turner remained suspended for attempting to unionize NASCAR drivers in 1961; track promoters, working with NASCAR founder Bill France Sr., successfully arranged for Turner’s four-year suspension to lift just in time for Rockingham’s debut race – reuniting the sport’s biggest stars and manufacturers for the first time all season; fittingly, it was Turner – a man who had reportedly begun running moonshine at age nine – who won that historic inaugural race in a Wood Brothers Ford, claiming his 17th career NASCAR Cup victory at age 41; the track, reconfigured into its now-signature high-banked, D-shaped one-mile oval in 1969, went on to host NASCAR’s premier Cup Series continuously for nearly four decades before losing its Cup date in 2004, and later renamed itself Rockingham Speedway in 2007 after former NASCAR driver Andy Hillenburg purchased the struggling facility at auction for $4.4 million and worked to restore it; the track has weathered multiple NASCAR departures and returns over six decades – most recently celebrating a triumphant comeback in April 2025 with a sold-out NASCAR national series weekend, made possible in part by $9 million in North Carolina state reinvestment funding signed into the state budget in 2021; today, Rockingham Speedway is formally recognized by the North Carolina Department of Natural and Cultural Resources as one of the official stops on the state’s “Moonshine and Motorsports Trail,” celebrating North Carolina’s foundational role as the genuine birthplace of NASCAR
Notes: Rockingham Speedway’s genuine, extensively documented six-decade history as “The Rock” – one of NASCAR’s most storied and beloved tracks, born from a moonshine runner’s improbable inaugural victory – is one of the most significant motorsports heritage sites found anywhere in this project.

About Richmond County
Richmond County is south-central North Carolina’s railroad heritage and Pee Dee River county – Hamlet’s Moorish-influenced depot anchors one of the most significant railroad heritage stories in the Carolina Piedmont.
Hamlet (population ~6,000) was one of the most important railroad junctions in the South – the Seaboard Air Line Railway’s Hamlet shops employed thousands of railroad workers for much of the 20th century. The Historic Hamlet Depot – a National Historic Landmark – is being restored as a railroad heritage museum.
Rockingham (the county seat, population ~9,000) on the Pee Dee River is the county’s governmental hub – the Rockingham Speedway and the county’s textile heritage define its working-class character.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Richmond County Clerk of Superior Court – Estates Division 105 West Franklin Street, Richmond County Judicial Center, Rockingham, NC 28379 (910) 419-7400
Richmond County was founded November 10, 1779, named for Charles Lennox, 3rd Duke of Richmond and Lennox, on North Carolina’s central southern border, seated in Rockingham. The 1922-23 Richmond County Courthouse, Renaissance Revival in style, is listed on the National Register of Historic Places.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
