Key Assets: Moore County is genuinely and internationally famous as the “HOME OF AMERICAN GOLF,” a title formally designated for the Village of Pinehurst by both the United States Golf Association (USGA) and the State of North Carolina; the Pinehurst area – encompassing Pinehurst, Southern Pines, and Aberdeen – has hosted more USGA championships than any other single location in the entire United States, and its storied tradition traces back more than a century to the North & South Amateur, the very first championship ever played in what would become this legendary golf destination; central to that legacy is Pinehurst No. 2, the iconic Donald Ross-designed course (Ross was the long-time father of American golf course architecture, based in the area for most of his career) that has now hosted the U.S. Open Championship an extraordinary five times – in 1999, 2005, 2014, 2024, and with a return already scheduled for 2029 – and in a landmark 2024 decision, the USGA officially designated Pinehurst as its very first “anchor site” for the U.S. Open, committing to host the championship there in a recurring rotation through 2047; this unprecedented long-term partnership is projected to generate an economic impact exceeding $2 billion for the state of North Carolina; the 2024 U.S. Open alone was expected to generate roughly $500 million in state economic impact, including $200-250 million for the Pinehurst community specifically; in a fitting homecoming, the World Golf Hall of Fame – originally founded in Pinehurst back in 1974 before relocating to St. Augustine, Florida in 1998 – officially returned to its birthplace in 2024 as part of the brand-new “Golf House Pinehurst” campus, which also serves as the USGA’s primary museum and experience center; the surrounding Pinehurst Historic District, encompassing much of the village’s central resort complex, was designated a National Historic Landmark District in 1996 in recognition of both its Frederick Law Olmsted-designed landscape architecture and its foundational significance to the entire history of golf in the United States; today, nearly 40 golf courses operate within a 15-mile radius of the village, and the broader Moore County tourism economy, driven substantially by golf, generates roughly $860 million in annual visitor spending, ranking among the top 10 tourism economies anywhere in North Carolina
Notes: Pinehurst’s genuine, extensively documented status as the “Home of American Golf” – now the USGA’s first-ever permanent anchor site for the U.S. Open, with championships scheduled through 2047 – is one of the most significant sports heritage sites found anywhere in this project.

About Moore County
Moore County’s Pinehurst is not merely a golf resort – it is the place where American golf culture was codified. The resort’s nine courses (Pinehurst No. 2 being the most celebrated, designed by Donald Ross and consistently ranked among the top courses in the world), the US Open (hosted in 1999, 2005, 2014, and 2024), the Ryder Cup tradition, and the village’s Frederick Law Olmsted-designed street plan make it a pilgrimage site for golfers in the way that Augusta National is for those who prefer to watch. The US Golf Association’s Museum and Arnold Palmer Center for Golf History are located here.
Southern Pines, the county’s largest town, provides the commercial infrastructure for the golf economy and for the significant retirement population that the Sandhills climate and amenities attract. The longleaf pine ecosystem – once the largest forest type in the Southeast, now largely cleared – has significant conservation restoration efforts underway in the Sandhills Game Land and Weymouth Woods Sandhills Nature Preserve. Fort Liberty (formerly Fort Bragg) is adjacent in Cumberland County and contributes military-adjacent residential demand.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Moore County Clerk of Superior Court – Estates Division 202 Monroe Street (mail: P.O. Box 936), Carthage, NC 28327 (910) 947-2396 Moore County is in the Sandhills region of central North Carolina, seated in Carthage.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
