Victorian seaport and the Hoh Rain Forest — from Port Townsend's extraordinary intact Victorian seaport (the best-preserved Victorian seaport in the Pacific Northwest, once designated Washington's next territorial capital) to the Hoh Rain Forest's 12-foot annual rainfall and towering Sitka spruce, Hurricane Ridge's alpine meadows above the Strait of Juan de Fuca, and a county encompassing some of North America's most ecologically diverse terrain.

Parks & Recreation
PARKS & RECREATION
Key Assets: Jefferson County was established in 1852, originally covering the entire Olympic Peninsula before Clallam County was carved out of its northwestern portion in 1854; Port Townsend is genuinely one of only three preserved Victorian seaports remaining in the entire United States, with its Historic District designated a National Historic Landmark District for its remarkably intact late-19th-century architecture; the county holds over half its territory within Olympic National Park and Olympic National Forest, geographically splitting the county into two distinct halves separated by the Olympic Mountains; the county is home to the documented “World’s Largest Red Cedar” tree near Kalaloch on the Pacific coast; Fort Worden State Park and Fort Flagler State Park, both historic military installations, are major landmarks; recent (2025) Governor-level attention was given to reopening Upper Hoh Road, the primary access route to the Hoh Rain Forest section of Olympic National Park, after critical repairs; annual festivals include the Wooden Boat Festival, Port Townsend Film Festival, and Rhododendron Festival; the Jefferson County Courthouse (1892, Romanesque Revival, 143-foot tower) in Port Townsend is on the National Register of Historic Places
Notes: Port Townsend’s status as one of only 3 preserved Victorian seaports in the US is a genuinely rare, well-documented architectural and historical distinction.

ANIMAL SERVICES
Facility: Jefferson County Animal Shelter (operated in partnership with the local Humane Society) – 112 Critter Lane, Port Townsend, WA
Capacity: 10 dog kennels, capacity for up to 40 cats
Notes: IMPORTANT, genuinely current development – the shelter’s current 3-acre site has real, acknowledged capacity and facility limitations (located between a gun range and the transfer station, limited refrigeration/food prep space, only one sink, no dedicated quarantine space for sick/injured animals, and a single bathroom squeezed next to a washer-dryer). As a stop-gap measure, the humane society board approved purchasing an additional prefabricated shed and kennels to expand cat capacity. Separately, 5 additional acres were recently gifted to the shelter, suggesting a future facility expansion may be underway – confirm current shelter location and capacity status directly, as this is an actively evolving situation.

NOTES
Jefferson County holds genuine architectural and historical rarity in Port Townsend, one of only three preserved Victorian seaports remaining in the United States, alongside over half the county’s land falling within Olympic National Park and Olympic National Forest. The county’s animal shelter is in an actively evolving situation – a recent 5-acre land gift suggests expansion may be underway to address real, documented capacity limitations at the current facility. All contact information above was sourced from official county, city, and news pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Jefferson County
Jefferson County is one of the most physically dramatic counties in Washington State – and one of the least densely populated west of the Cascades. The county occupies the northeastern corner of the Olympic Peninsula, the massive landmass southwest of Puget Sound defined by the Olympic Mountains (rising to 7,980 feet at Mount Olympus), the Hoh Rain Forest (one of the only temperate rain forests in North America), and coastlines along the Strait of Juan de Fuca and the Hood Canal.
Olympic National Park dominates the county’s interior – covering roughly 95% of the county’s land area with mountains, glaciers, river valleys, and wilderness beaches. The park is a UNESCO World Heritage Site and one of the most ecologically diverse protected areas in the United States, containing three distinct ecosystems: alpine, old-growth forest, and coastal. This means Jefferson County has an extraordinarily small private land base relative to its total area – most commercial and residential development is concentrated in Port Townsend and the Quilcene-Brinnon corridor along the Hood Canal.
Port Townsend (population ~10,000) is the county seat and the county’s cultural and economic center. It is one of only three Victorian seaports on the National Register of Historic Places in the United States – its well-preserved 1880s commercial district, brick buildings, and Victorian homes reflect the period when Port Townsend was expected to become the dominant port city of the Pacific Northwest, before Seattle’s rise redirected the region’s commercial energy. Today Port Townsend is an arts community, sailing hub, and heritage tourism destination – home to the Wooden Boat Festival (the largest wooden boat show in North America), the Port Townsend Film Festival, and numerous working artists and craftspeople drawn by the town’s architecture, water access, and community character.
Fort Worden State Park (the former Fort Worden military installation) at Port Townsend’s northern tip was the setting for the 1982 film *An Officer and a Gentleman* and now operates as a conference and arts center.
County government is a three-member Board of County Commissioners with separately elected offices for the Assessor, Auditor, Clerk, Coroner, District Court Judge, Prosecuting Attorney, Sheriff, and Treasurer.

Washington assesses all property at 100% of true and fair market value as of January 1 each year. The Jefferson County Assessor (1820 Jefferson Street, Port Townsend, 360-385-9105) determines all property values.
Jefferson County’s real estate market – driven by Port Townsend’s desirability as a retirement and arts community, remote work migration, and the scarcity of buildable private land given Olympic National Park’s dominance – has seen significant appreciation. Properties along the Hood Canal waterfront and in Port Townsend’s historic neighborhoods command substantial premiums.
The appeal process:
Appeal to the Jefferson County Board of Equalization (1820 Jefferson Street, Port Townsend, 360-385-9105) by July 1 of the assessment year – or within 60 days of the date your assessment notice was mailed, whichever is later. File a petition in writing explaining the basis for your appeal and your estimate of true market value. Bring comparable sales data, an independent appraisal, or evidence of property condition.
If unsatisfied with the Board’s decision, appeal to the Washington State Board of Tax Appeals within 30 days.
Washington Senior Exemption: Qualifying homeowners who are age 61 or older (or disabled) with combined disposable income at or below $58,423 (2025 income threshold – adjusted annually) receive a reduction in assessed value and a freeze on future assessment increases for tax purposes. Apply through the Jefferson County Assessor. The income threshold has been rising – if you were previously ineligible, recheck your qualification each year.
Washington estate tax: Washington imposes a state estate tax on estates above approximately $2.193 million (2025 – indexed for inflation) at rates from 10% to 20%. This threshold is considerably below the federal exemption (~$13.9 million in 2025), making Washington estate planning essential for property owners whose total estate – including appreciated real estate, retirement accounts, and investment accounts – exceeds the threshold. Jefferson County waterfront and Port Townsend historic properties frequently push estates above $2.193 million even for modestly wealthy families.
No Washington inheritance tax.
OWNWELL CTA: Jefferson County BOE deadline July 1 or 60 days from notice. Senior exemption at 61+ – income threshold rises annually, recheck eligibility. Washington estate tax kicks in at ~$2.193M – waterfront and Port Townsend historic home values frequently trigger state estate tax exposure. Ownwell manages the appeal with no upfront cost.

Courts & Legal
Courts & Legal
The Jefferson County Superior Court at 1820 Jefferson Street, Port Townsend (360-385-9105) handles all civil, criminal, family, and probate matters. The Jefferson County Clerk at the same address maintains all court records and land records – deeds, mortgages, and recorded documents.
Washington probate: estates with real property or assets over $100,000 generally require formal probate. Washington recognizes Transfer on Death deeds for real property. Washington is a community property state – all assets acquired during marriage are jointly owned.
Olympic Peninsula land and water rights: Jefferson County’s land ownership patterns – dominated by Olympic National Park, Olympic National Forest, and the Washington Department of Natural Resources – mean private property boundaries, easements, and access rights are unusually complex. Waterfront properties on the Hood Canal involve tidelands ownership (Washington has specific rules about tidelands and aquaculture rights), and the Hood Canal’s shellfish aquaculture industry creates specific commercial property interests.
Artist and creative community estates: Port Townsend’s large community of working artists, writers, and craftspeople often have non-traditional assets – intellectual property, artwork inventory, gallery relationships, and online sales platforms – that require specific estate planning attention. Artwork and collectibles must be appraised for estate purposes; IP royalties and licensing rights pass differently than physical property.
Senior Services: The Jefferson County Public Health – Aging and Disability Services (360-385-9400) at 615 Sheridan Street, Port Townsend coordinates senior services, home-delivered meals, transportation, SHIBA Medicare counseling (Washington’s SHIP program), caregiver support, Adult Protective Services, and connections to Washington Medicaid long-term care programs.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Jefferson County Superior Court 1820 Jefferson Street, Port Townsend, WA 98368 (360) 385-9395
Jefferson County is on the Olympic Peninsula, county seat Port Townsend. Washington has NO separate probate court and has NOT adopted the Uniform Probate Code – probate is handled through the Superior Court in each county, under Title 11 RCW.
Step 1: figure out which path applies
Washington probate is entirely discretionary – the law does not require a probate proceeding to be filed after a death, regardless of whether there was a will. Probate is typically pursued only when the decedent owned real property titled solely in their name, or personal property exceeding the small estate threshold.
Small Estate Affidavit (RCW 11.62.010) – available when the decedent’s entire probate estate does not exceed $100,000 (personal property only, not counting the surviving spouse’s community property interest), and at least 40 days have passed since death. No court filing is required – the successor presents the sworn affidavit directly to whoever holds the asset. All debts must be paid or provided for first.
Nonintervention Powers (RCW 11.68) – Washington’s signature alternative to full court-supervised probate. If the estate is solvent, the Superior Court MUST grant the personal representative nonintervention powers upon request (unless the will specifically forbids it). Once granted, the representative can sell, mortgage, and distribute estate property, and ultimately close the estate by filing a Declaration of Completion – all without further court orders, notice to beneficiaries, or hearings.
Full/Supervised Administration – required only when nonintervention powers are denied or not sought, typically in contested or insolvent estates.
TEDRA (Trust and Estate Dispute Resolution Act, RCW 11.96A) – Washington’s framework for resolving probate, trust, and estate disputes.
Step 2: filing for administration
The person seeking to serve as personal representative files a petition with the Jefferson County Superior Court Clerk’s Office, along with the original will (if any) and a certified death certificate.
The court appoints the personal representative and issues Letters Testamentary (with a will) or Letters of Administration (without one).
The personal representative petitions for nonintervention powers, which the court must grant if the estate is solvent (unless the will forbids it).
Once granted, the representative pays debts, manages and distributes property, and notifies creditors, without further court supervision.
The estate is closed by filing a Declaration of Completion.
What it costs
Filing fees and probate costs vary by estate complexity; confirm current Jefferson County Superior Court fees directly.
Washington HAS a state estate tax, separate from any small estate affidavit or nonintervention process. For deaths on or after July 1, 2026, the applicable exclusion amount is $3,000,000 (RCW 83.100.020), with rates from 10% to 20%. There is NO portability between spouses.
The federal estate tax exemption is far higher, at $15,000,000 for a 2026 death.
