Parks & Recreation
PARKS & RECREATION
Key Assets: Kitsap County encompasses the ancestral lands of the Suquamish and Port Gamble S’Klallam people; European settlers arrived in the mid-1850s drawn by the peninsula’s timber industry; the Puget Sound Naval Shipyard was established in Bremerton in 1891 and remains a major economic driver; Naval Base Kitsap, formed in 2004 from the merger of Naval Station Bremerton and Naval Submarine Base Bangor, spans over 12,000 acres and is genuinely the THIRD LARGEST U.S. Navy installation in the entire country, serving as host command for the Navy’s Pacific Northwest fleet; the shipyard also maintains an inactive/”mothball” fleet of decommissioned warships including retired aircraft carriers; the USS Turner Joy, a retired Navy destroyer, is now a public museum ship in Bremerton; Bainbridge Island and Poulsbo (with its strong Scandinavian/Norwegian heritage, sometimes called “Little Norway”) offer distinct island and small-town character within the county; annual events include Bremerton’s Armed Forces Day Festival & Parade (every third Saturday in May) and Silverdale’s “Whaling Days” in July, featuring canoe races and the “Great Kitsap Duck Race”
Notes: Naval Base Kitsap’s status as the 3rd largest U.S. Navy installation nationally is a genuinely significant, verifiable military fact – not local color.

NOTES
Kitsap County holds genuine national military significance – Naval Base Kitsap is the third largest U.S. Navy installation in the entire country, anchored by the historic Puget Sound Naval Shipyard established in 1891. The Kitsap Humane Society’s countywide animal control contract, covering both unincorporated areas and all 4 major incorporated cities, reflects a genuinely comprehensive, unified regional model rare among the counties covered so far. All contact information above was sourced from official county, library, and shelter pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Kitsap County
Kitsap County is a Puget Sound peninsula county and the 244th most populous in the United States, covering 566 square miles of the Kitsap Peninsula between Hood Canal and the main Puget Sound basin.
Naval Base Kitsap – formed by the consolidation of the former Puget Sound Naval Shipyard (Bremerton), Naval Station Bremerton, and Naval Submarine Base Bangor – is the largest naval installation on the West Coast by employment, home to a nuclear submarine fleet, aircraft carriers in maintenance cycles, and tens of thousands of active duty and civilian personnel. The base is Kitsap County’s largest employer by an enormous margin and defines the county’s economic and demographic character.
Bremerton (population ~45,000, the county’s largest city) is the peninsula’s urban center – connected to Seattle by a 60-minute Washington State Ferry across Puget Sound, making it a significant commuter community as well as the navy’s base city. The Naval Museum at Bremerton (formerly the Puget Sound Navy Museum) and the USS Turner Joy (a Vietnam-era destroyer moored at the waterfront) are significant attractions. Bremerton’s downtown has undergone significant revitalization since the early 2000s.
Silverdale (unincorporated, population ~22,000) is the county’s commercial hub – the Kitsap Mall and surrounding retail development along Bucklin Hill Road serve as the primary shopping destination for the county and much of the surrounding area.
Poulsbo (population ~10,000) is a small city with a distinctly Scandinavian heritage – settled by Norwegian immigrants in the 1880s, Poulsbo’s “Little Norway” identity and Front Street waterfront have made it a significant tourism destination on Liberty Bay. The Poulsbo Marine Science Center and the annual Viking Fest reinforce the Nordic identity.
Port Orchard (the county seat, population ~14,000) is a small city on the south shore of Sinclair Inlet facing Bremerton across the water.
Bainbridge Island – an incorporated city despite its island character – is the county’s most affluent community, connected to Seattle by a 35-minute ferry that is one of the most scenic commutes in the United States. Bainbridge Island’s combination of exceptional schools, natural beauty, and ferry access to Seattle has made it one of the most sought-after residential addresses in Puget Sound.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Kitsap County Superior Court 614 Division Street, Room 202, Port Orchard, WA 98366 (360) 337-7140
Kitsap County is on the Kitsap Peninsula in Puget Sound, home to Naval Base Kitsap, county seat Port Orchard. Washington has NO separate probate court and has NOT adopted the Uniform Probate Code – probate is handled through the Superior Court in each county, under Title 11 RCW.
Step 1: figure out which path applies
Washington probate is entirely discretionary – the law does not require a probate proceeding to be filed after a death, regardless of whether there was a will. Probate is typically pursued only when the decedent owned real property titled solely in their name, or personal property exceeding the small estate threshold.
Small Estate Affidavit (RCW 11.62.010) – available when the decedent’s entire probate estate does not exceed $100,000 (personal property only, not counting the surviving spouse’s community property interest), and at least 40 days have passed since death. No court filing is required – the successor presents the sworn affidavit directly to whoever holds the asset. All debts must be paid or provided for first.
Nonintervention Powers (RCW 11.68) – Washington’s signature alternative to full court-supervised probate. If the estate is solvent, the Superior Court MUST grant the personal representative nonintervention powers upon request (unless the will specifically forbids it). Once granted, the representative can sell, mortgage, and distribute estate property, and ultimately close the estate by filing a Declaration of Completion – all without further court orders, notice to beneficiaries, or hearings.
Full/Supervised Administration – required only when nonintervention powers are denied or not sought, typically in contested or insolvent estates.
TEDRA (Trust and Estate Dispute Resolution Act, RCW 11.96A) – Washington’s framework for resolving probate, trust, and estate disputes.
Step 2: filing for administration
The person seeking to serve as personal representative files a petition with the Kitsap County Superior Court Clerk’s Office, along with the original will (if any) and a certified death certificate.
The court appoints the personal representative and issues Letters Testamentary (with a will) or Letters of Administration (without one).
The personal representative petitions for nonintervention powers, which the court must grant if the estate is solvent (unless the will forbids it).
Once granted, the representative pays debts, manages and distributes property, and notifies creditors, without further court supervision.
The estate is closed by filing a Declaration of Completion.
What it costs
Filing fees and probate costs vary by estate complexity; confirm current Kitsap County Superior Court fees directly.
Washington HAS a state estate tax, separate from any small estate affidavit or nonintervention process. For deaths on or after July 1, 2026, the applicable exclusion amount is $3,000,000 (RCW 83.100.020), with rates from 10% to 20%. There is NO portability between spouses.
The federal estate tax exemption is far higher, at $15,000,000 for a 2026 death.
