Key Assets: Jackson County’s seat, Altus, is genuinely home to Altus Air Force Base, known as “Mobility’s Hometown” and the U.S. Air Force’s sole formal training base for C-17 Globemaster III and KC-46 Pegasus aircrews, alongside KC-135 Stratotanker training; the base was originally activated in May 1942 as Altus Army Air Field, becoming operational in January 1943 to train new World War II pilots on multiengine aircraft, taking advantage of the region’s more than 300 days per year of favorable flying weather and flat, obstruction-free terrain; over the following decades the base evolved into the Air Force’s premier air mobility training location, hosting the KC-135, C-141, and C-5 through the 1970s, ’80s, and ’90s before the agile C-17 Globemaster III arrived in 1996; today, under the 97th Air Mobility Wing of Air Education and Training Command, the base genuinely trains not only American aircrews but international partners as well – Norwegian pilots, among others, have trained at the base’s C-17 Aircrew Training Center; the base has played a role in major U.S. military operations including Desert Storm, Enduring Freedom, and Iraqi Freedom, and its presence remains central to the local economy and identity of Altus and Jackson County
Notes: Altus Air Force Base’s genuine role as the Air Force’s sole formal training location for C-17 and KC-46 aircrews – with real international pilot training included – makes Jackson County one of the more strategically significant counties found anywhere in this project.

About Jackson County
Jackson County is southwestern Oklahoma’s air mobility and cotton county – a Red River border community defined by strategic military airlift training and exceptional agricultural productivity.
Altus (the county seat, population ~19,000) is dominated by Altus Air Force Base – the 97th Air Mobility Wing trains more C-17 and KC-135 crews than any other installation, making it one of the most strategically significant airlift training bases in the US military. The base’s economic impact is the dominant force in Jackson County’s economy.
Jackson County’s cotton fields – benefiting from the Red River plain’s deep soils and long growing season – produce some of the highest yields in Oklahoma’s cotton belt.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Jackson County District Court 101 North Main Street, Suite 203, Altus, OK 73521 (580) 482-0448 Jackson County is in southwestern Oklahoma, seated in Altus.
Step 1: figure out which path applies
Oklahoma has NOT adopted the Uniform Probate Code, maintaining its own probate statutes under Title 58 of the Oklahoma Statutes. Probate cases are handled by the District Court in each of Oklahoma’s 77 counties.
Small Estate Affidavit (58 O.S. § 393) – available when the total value of probate personal property (not counting real estate) is $50,000 or less. At least 10 days must have passed since death. This process skips court entirely: the affidavit is signed, notarized, and presented directly to whoever holds the asset (a bank, for example), along with a certified death certificate. Real estate can never be transferred this way – even a small estate with real property still needs some form of court proceeding.
Summary Administration – available when the total probate estate does not exceed $200,000, or when the decedent has been dead more than 5 years, or lived outside Oklahoma. This is an abbreviated form of probate – still court-supervised, but faster and less expensive than full administration.
Regular (Full) Administration – the standard court-supervised process, required for larger or more complex estates, or wherever real property is involved and the shortcuts above don’t apply. A personal representative (executor or administrator) is formally appointed by the court.
Step 2: filing for administration
A Petition for Probate is filed in the District Court of the county where the decedent resided; if there’s a will, the original is filed with the petition.
The court sets a hearing date and requires notice be given to heirs and interested parties.
The court appoints a personal representative (executor if named in a will, administrator if intestate) and issues Letters Testamentary or Letters of Administration.
Creditors are notified; claims against the estate must be presented within the statutory period.
The personal representative inventories assets, pays valid debts and taxes, and distributes what remains according to the will or Oklahoma’s intestacy laws.
The estate is closed once a final accounting is filed and approved by the court.
What it costs
Filing fees vary by county – check with Jackson County directly for current fees.
Oklahoma has a statutory attorney fee schedule for probate, which provides more predictability than states without one.
No state estate tax, no state inheritance tax. Only the federal estate tax could apply, and only to very large estates.
